International Students

If you are an international student interested in entering one of the one of the 56 technical or associate degree programs at Moraine Park Technical College, please be advised of the following admission requirements:

  • Submit a $30 nonrefundable application fee.
  • Submit an official high school and college (if applicable) transcript. (Documents must be translated into English).
  • Demonstrate proof of proficiency in the English language equal to a minimum TOEFL score of 500. Testing is not available at MPTC. Information about testing is available on the Educational Testing Services web site: www.toefl.org
  • Provide letter(s) from sources of financial support indicating availability of funds to cover annual cost of tuition, books and supplies, room and board, and miscellaneous expenses (approximately $9,500 per year) while studying at MPTC.
  • Current tuition is $152.10 per credit hour starting Fall 2009. (Average tuition payment for 15 credit hours is $2,282).
  • Provide proof of housing arrangements. Moraine Park does not have on-campus housing or does not provide assistance on locating local housing. This is the student's responsibility.
  • Submit evidence of medical insurance while residing in the United States.
  • Additional admission steps may be required for some programs. Information will be provided to applicants via email/phone/US Postal service after application is processed.

 

After meeting these requirements, an Immigration and Naturalization Service (INS) Form I-20 will be completed by Moraine Park’s designated school official and sent to the prospective student. This form must be submitted to the immigration authorities of the student's home country and will be used to issue an F-1 or M-1 student visa.

 

As of October 27, 2008 the INS will assess a $200 user fee for all F-1 and M-1 visa status candidates. This fee is payable to the INS and covers the costs of processing immigration paperwork using the Student Exchange and Visitors Information System (SEVIS).

 

Upon receipt of INS Form I-20, students should complete the Fee Remittance Form I-901 and submit this document with the I-901 $200 fee directly to SEVIS authorities. This transaction can be completed online at: http://www.ice.gov/sevis/i901/index.htm

Or request an I-901 form from Moraine Park admissions personnel during the application process.

 

After payment of the I-901 $200 user fee, the I-20 form is submitted to the immigration authorities of the student’s home country and will be used to issue an F-1 student visa.

SEVIS notice dated April 29, 2009

The Student and Exchange Visitor Program (SEVP) would like to alert you on a very important issue regarding abuses of the I-901 Fee Payment System.

 

SEVP recently has received numerous alerts of refund requests for I-901 Fee Payments made by third party credit card holders on behalf of nonimmigrant students or exchange visitors. Many of these nonimmigrant students and exchange visitors have received their F, M or J Visa from the U.S. Department of State. While some of them have already entered the U.S. and have reported to their educational institution or program listed in SEVIS, others have not yet entered.

 

Any request by the cardholder for a refund of the I-901 fee payment amount made on behalf of the nonimmigrant student or exchange visitor under these circumstances is fraudulent. These fraudulent refund requests have also caused SEVP to incur unplanned expenses through the payment of processing fees to the credit card companies that range from $50 to $75 per refund. As a result of the increasing fraudulent refund requests, SEVP is implementing a process to recover both the I-901 Fee Payment and possibly the processing fee being charged by the credit card companies.

 

Moving forward, each school and program will receive a list of nonimmigrant students and exchange visitors affected by this fraud alert, for informational purposes only. You are not required to take action based on this notification. SEVP will mail a formal notice to each involved nonimmigrant student or exchange visitor to their address of record giving them 30 days to remit payment for their I-901 Fee via cashier’s check, money order or Western Union transfer ONLY. The notice will include specific mailing instructions.

 

The fee collection process will be as follows:

 

ALL payments must be received by SEVP within 30 days of the notice.

 

For Active Status Students and Exchange Visitors: If the nonimmigrant student or exchange visitor does not make payment within the allowed 30 days, SEVP will TERMINATE their SEVIS record. Comments accompanying this termination will note: Fee Payment Fraud Alert. All terminated SEVIS records are reviewed by the Compliance Enforcement Unit (CEU) to determine if further investigation is required. Students who do not remit the regulatory I-901 fee after receiving notice are subject to investigation, possible arrest, detention, deportation and being barred from future entry into the United States.

 

For Initial Status Students and Exchange Visitors: A list of the nonimmigrant students and exchange visitors that have not yet entered the U.S. will be sent to the U.S. Customs and Border Protection. The student record will be marked CANCELLED and a flag will be placed on the SEVIS record to alert the Port Inspectors that the nonimmigrant student or exchange visitor has a Fraud Alert for Fee Payment. Entering nonimmigrant students will be issued an I-515A giving them 30 days to remit payment for the I-901 Fee. If payment is not received within the allotted 30 days, the CANCELED status record will then be forwarded to the Immigration and CEU for investigation and possible student removal.

 

Upon receipt of payment for the student or exchange visitor, ALL flags will be removed and the SEVIS record will be updated to reflect payment confirmation.

To be considered an F-1 status, students must:

  • Have a valid passport.
  • Attend the school that is stated on the I-20 form.
  • Carry a full course of study (at least 12 credits for undergraduate work) and make reasonable progress towards a degree.
  • Report any changes in status immediately to INS and school personnel. (Including any leave of absence for school breaks, vacations, etc.)

 

An F-1 visa is for students pursuing academic studies and/or language training programs. An M-1 visa is for students wishing to pursue nonacademic or vocational training.

  • Students are not eligible for financial assistance or work-study opportunities while pursuing their education at Moraine Park.
  • Graduate studies and four-year degree programs are not offered as part of the Moraine Park curriculum.

 

Prior Planning Is Vital 
  • The normal cycle to process these documents and records is four to six months, which makes early planning crucial.
  • No student visa will be issued to persons who are currently in the United States of America under a different immigration status.
  • No student visa will be issued to persons who have not completed the required SEVIS I-901 form or submitted the required I-901 $200 fee to SEVIS at the United States Immigration Service.
  • A student currently studying at another United States college or university under an issued student visa is advised to consult with that college's international advisor for location transfer procedures.
